The key tasks for China Association for Disaster and Prevention (CADP)2025 are as follows:
1. Adhere to political construction and always maintain the correct direction of the association's development
（1）Strengthen the guidance of Party building. According to the unified deployment of the Party committees of national industry associations and chambers of commerce, and in accordance with the requirements of "two coverage", we will strengthen the organizational construction of the Party. Strictly implement the "Seven Systems" of the Party branch, strengthen the political control of the "Two Major, Two Major, and One Foreign Affairs", organize organizational and democratic life meetings, and give full play to the political core role of the Party organization. Strengthen political theory learning, carry out exchanges and interactions between party building and joint construction units, and create a good learning atmosphere.
（2）Raise political stance. Firmly establish the concept of "Two Adherences, Three Transformations" in disaster prevention, reduction, and relief, grasp the development requirements and trends of disaster prevention work in the new era, consciously obey and serve the overall development of the country, and effectively enhance the sense of responsibility, mission, and urgency to do a good job in disaster prevention work. We will conscientiously implement the spirit of the Central Social Work Conference and the National Emergency Management Conference, strengthen internal governance, and make new contributions to building a disaster prevention, mitigation, and relief system and capacity that are compatible with Chinese path to modernization.
（3）Strengthen the construction of work style. Implement the spirit of the Fourth Plenary Session of the Central Commission for Discipline Inspection and the requirements of the Discipline Inspection Commission of national industry associations and chambers of commerce, consolidate and deepen the achievements of Party discipline learning and education, combine strict Party discipline with strong Party spirit, strengthen supervision responsibilities, and organize department heads and above to sign integrity responsibility agreements. Strictly abide by the eight regulations of the central government, strengthen risk control, enhance constraints and supervision on the exercise of power, regularly carry out education on positive conduct and discipline, and build a good political ecology.
2. Persist in serving the Legislative Council and bravely shoulder social responsibilities for disaster prevention
（4）Strengthen investigation and research. Utilize the comprehensive advantages of the association across fields, departments, and disciplines, conduct research on disaster prevention, reduction, and relief policies, and actively provide government departments with political advice; Conduct comprehensive work research to understand the operating conditions, policy needs, and industry demands of member units, and form a substantial research report; Improve investigation and research, provide technical support, and promote the application to the Ministry of Human Resources and Social Security to establish a new profession of "grassroots safety administrator".
（5）Organize brand events effectively. The 2025 Hangzhou Disaster Prevention and Reduction Conference will be held with the theme of "Innovation Empowering Disaster Prevention and Reduction, Supporting the Development of New Quality Productivity". Organize and carry out activities such as "Earthquake Science Popularization Together", the 3rd Safety and Emergency Industry Expo, the 5th National Forum on Disaster Management and Risk Guarantee, and the 8th Thousand Lectures on Disaster Prevention and Reduction. Organize the 2nd Water Rescue Skills Competition, 9th National Earthquake Prevention and Disaster Reduction Science Popularization and Explanation Competition, Emergency Disaster Reduction and Safety Science Popularization Short Video Competition, Emergency Safety Knowledge Q&A Competition, etc.
（6）Strengthen information services. Publish the "Today in History" in the field of disasters, guide society to learn from the lessons of disaster accidents, and enhance awareness of disaster prevention and reduction. Organize "National Disaster Prevention and Reduction Open Course" and "Disaster Prevention Lecture Hall" to provide policy, standard, and professional information services. Improve work collaboration mechanisms and provide global disaster data information services. Establish a 'Member's Home' and regularly disseminate information on regulations, association news, branch dynamics, and outstanding enterprises to member units. Guide branch offices to provide professional information services around their respective fields.
（7）Provide strong technological support. Adjust the association's expert think tank and establish the first expert committee. Organize the award process for the 2024 "Disaster Prevention Science and Technology Award" and carry out the award application process for 2025, and assist in the first "Emergency Management Technology Innovation Award" award process. Innovate the group standard cooperation mechanism, organize the replacement of the standardization technical committee, and compile and distribute group standards such as "Motor Vehicle First Aid Kit" and "Light Modular Emergency Rescue Vehicle". Organize and guide technical consulting services such as evaluation of scientific and technological achievements, emergency plans, and revision of standards. Jointly run scientific and technological journals such as "Journal of Natural Disasters", "Journal of Disaster Prevention and Reduction Engineering", and "Journal of Disaster Prevention and Reduction". Strengthen cooperation with the "China Disaster Reduction" magazine, and promote the magazine's entry into schools, communities, enterprises, and families in an orderly manner.
（8）Build a strong digital platform. Further develop and improve the functions of the digital disaster reduction comprehensive service platform, fully leverage the resource advantages of the association and the advantages of project public welfare attributes, establish a professional operation office to expand cooperation resources and enhance platform capabilities, establish regional centers to expand platform channels and expand project implementation, so that it has a good industrial ecology, brand awareness, and social welfare service capabilities. By 2025, the platform's service audience will exceed one million, with the ability to participate in disaster relief actions; Improve the professional service capabilities of the platform, establish a basic service model and national network; Provide industry online services within the association.
（9） Organize professional training. Assist the National Disaster Reduction Center of the Ministry of Emergency Management in conducting training for disaster information officers. Coordinate the annual disaster prevention, reduction, and relief training work, continuously carry out customized training for emergency management departments and earthquake departments at the provincial, municipal, and county levels, and provide specialized disaster prevention and reduction capacity training for the society. Organize the construction of training material systems such as "House Physical Examination Specialist", "Rescue Helicopter Flight Attendant", and "General Engineering Machinery Rescue Command Coordination". Strengthen the business training of branch offices and secretariat personnel to further enhance their ability to perform their duties.
3. Persist in reform and strengthen the conference, actively promote high-quality development of the industry
（10）Optimize branch offices. We will focus on strengthening the construction of sub committees for safety emergency industry, community governance, and risk prevention. We will establish sub committees for water and drought disasters, marine disasters, etc., and guide the succession work of emergency rescue service sub committees, risk guarantee sub committees, and other branch organizations. Strengthen work research, draw on useful experience, revise the "Management Measures for Branch Institutions", and organize annual inspections and evaluations of branch institutions. Fully leverage the role of branch offices and undertake at least one key task annually.
（11）Strengthen cooperation and joint construction. Further expand opening up, strengthen cooperation with sister associations such as the China Charity Federation, China Federation of Social Work, and China Association of Work Safety, and promote the development of social disaster prevention and reduction. Strengthen cooperation with leading enterprises and institutions in the industry, and jointly establish institutions such as the "Disaster Management and Risk Reduction Center", "Infrastructure Disaster Defense Big Data Application Technology Engineering Laboratory", and "Science Popularization Education and Training Base". Strengthen the integration of artificial intelligence and disaster prevention and mitigation services, and promote the formation of new quality productivity.
（12） Deepen international exchanges and cooperation. Strengthen regular cooperation with the Asian Disaster Preparedness Center, rely on Asia Pacific humanitarian emergency rescue organizations, actively carry out international exchange and discussion activities in disaster prevention, reduction, and safety emergency response fields, host international seminars on meteorological changes and disaster risks, organize the "New Era of Disaster History Research: China and the World" international seminar, organize participation in the Indonesia Emergency Exhibition, further expand the scope of foreign visits, learn from good experiences, and spread Chinese disaster prevention culture.
（13）Develop a development plan. Firmly grasping the new situation, tasks, and requirements of disaster prevention, reduction, and relief, combined with the characteristics of the association itself, based on in-depth investigation and extensive solicitation of opinions, scientifically plan the goals and tasks of the association's development in the next five years, and study and propose key tasks and main measures to promote the reform and development of the association.
4. Adhere to cultural enrichment and focus on creating a strong atmosphere for the development of the association
（14）Actively advocating for a culture of public welfare. Vigorously develop disaster prevention and reduction public welfare undertakings, and hold the third disaster prevention, reduction, and relief public welfare conference. Innovate public welfare service mechanisms and promote the implementation of emergency small station public welfare projects. Improve the volunteer service system of the association and promote the construction of a "public welfare+" coordination mechanism. Coordinate the establishment of a science and technology innovation public welfare fund to promote the development of scientific and technological innovation in disaster prevention, reduction, and relief. Revise the Emergency Response Plan for Major Emergencies of the China Disaster Defense Association and actively prepare for participating in emergency rescue coordination.
（15）Deeply carry out disaster prevention propaganda. Utilize the influence of the association's official website and new media matrix, continuously report on major industry and association events, and do a good job in dynamic promotion. Solidly carry out science popularization activities at important time nodes such as National Disaster Prevention and Reduction Day, International Disaster Reduction Day, and National Primary and Secondary School Safety Education Day. Adjust the mechanism of publicity and guarantee work, expand publicity channels, form a wide influence, and create a good disaster prevention culture atmosphere.
（16） Widely carry out academic exchanges. Fully leverage the activity of branch offices in their respective fields, conduct extensive academic exchange activities, and focus on academic forums such as mega city governance and disaster prevention and reduction in construction projects, urban safety monitoring and early warning, natural disaster risk assessment and application, disaster risk management, aviation emergency rescue, marine disaster monitoring and early warning, forest and grassland fire control, community emergency capacity building, disaster prevention and reduction artificial intelligence, low altitude emergency unmanned aerial vehicle development, coastal risk analysis and management. Pay attention to the study of disaster history and carry out academic seminars on the historical dimension of humanistic disaster reduction.
5. Adhere to democratic organization and continuously promote the scientific development of association construction
（17）Implement democratic decision-making mechanisms. Strictly implement the Constitution of the China Disaster Prevention Association, fully leverage the role of vice presidents, executive directors, directors, and supervisors in the construction and development of the association, widely gather consensus, strengthen democratic decision-making, promote healthy development, and organize important meetings such as the third meeting of the fifth council, the first meeting of the first supervisory board, and the executive council and president's office meeting according to plan.
（18）Give full play to the self-discipline role of the association. Widely promote the "Integrity and Self discipline Convention of the China Disaster Prevention Association", guide fair competition in the industry, assume social responsibility, strengthen voluntary participation, self-reliance, and self-discipline, and work together to promote industry development. Strengthen the construction of integrity, voluntarily participate in credit evaluation, and guide enterprises to operate with integrity. Strengthen the promotion of the Emergency Response Law of the People's Republic of China and the Opinions on Further Enhancing Grassroots Emergency Management Capability, enhance policy and legal awareness, and consciously serve disaster prevention, reduction, relief, and emergency management work.
（19）Strengthen the construction of the association system. Promote the establishment of a contact mechanism with provincial (city) level disaster prevention, reduction, and relief organizations, and timely organize the "National Disaster Reduction Association Work Exchange Conference" to strengthen cooperation in disaster relief, talent cultivation, public welfare publicity, and other aspects. Vigorously develop members, further expand the size of members, improve the list of member services, and continue to promote the "interview and sampling" activity. Build a learning oriented association and actively strive to create a national "5A" club organization.
